Narrative:
Could not get handoff from ZKC after descending to 10000' for tul approach control. Contacted tul on 120.7 and was 124.7. 3 tries, no contact. Went back to 120.7. Was low on fuel. Told approach minimum fuel was over airport 10000' heading 130 degrees. Was told to turn left to 030 degrees, descend to 6000'. Was going away from airport. Did not know how far so declared emergency. This aircraft is an small transport. 1400 NM range trip 1150 NM reno. Tul center (kc) was so busy would not handoff. I called twice, would not reply. Got handoff to tul approach on 120.7. 10000' over top airport told to change to final control 124.0. So much traffic. 3 calls no reply. Arsa traffic. Went back to 120.7, was given long vector away from airport north. Was getting low on fuel. We were IFR. Was never given type of approach to expect. IFR traffic should be given priority over arsa traffic.

Title: CORP SMT ARRIVED WITH MINIMUM FUEL AND WHEN NO IMMEDIATE RESPONSE FROM APCH CTLR DECLARED EMERGENCY.
Narrative: COULD NOT GET HDOF FROM ZKC AFTER DSNDING TO 10000' FOR TUL APCH CTL. CONTACTED TUL ON 120.7 AND WAS 124.7. 3 TRIES, NO CONTACT. WENT BACK TO 120.7. WAS LOW ON FUEL. TOLD APCH MINIMUM FUEL WAS OVER ARPT 10000' HDG 130 DEGS. WAS TOLD TO TURN LEFT TO 030 DEGS, DSND TO 6000'. WAS GOING AWAY FROM ARPT. DID NOT KNOW HOW FAR SO DECLARED EMER. THIS ACFT IS AN SMT. 1400 NM RANGE TRIP 1150 NM RENO. TUL CENTER (KC) WAS SO BUSY WOULD NOT HDOF. I CALLED TWICE, WOULD NOT REPLY. GOT HDOF TO TUL APCH ON 120.7. 10000' OVER TOP ARPT TOLD TO CHANGE TO FINAL CTL 124.0. SO MUCH TFC. 3 CALLS NO REPLY. ARSA TFC. WENT BACK TO 120.7, WAS GIVEN LONG VECTOR AWAY FROM ARPT N. WAS GETTING LOW ON FUEL. WE WERE IFR. WAS NEVER GIVEN TYPE OF APCH TO EXPECT. IFR TFC SHOULD BE GIVEN PRIORITY OVER ARSA TFC.
