Narrative:
Came out to airplane, and performed normal preflight duties, while first officer did his preflight. With everything normal, continued with acceptance checklist and before start checklist. Proceeded to start #2 engine (internal start) with everything normal. I then went through my after start flow and told the first officer that let's move away from the hangar, so the mechanics don't have to listen to the noise. I then proceeded to taxi single engine away from the hangar, with the intention of stopping 100 yards or so. Then after the batteries recovered, start #1 engine and taxi to the runway. After moving forward a little, I realized the steering tiller had no response. I then went to use the toe brakes and got no response there either. At this point, I tried the emergency parking brake, which had no response either. At this point, I realized we were going to hit the hangar, so I shut down #2 engine and coasted to a stop. This is when the wingtip struck the hangar. Supplemental information from acn 344413: contributing factor: slight slope down from parking point to hangar wall.
