Narrative:
Local controller had a large jet on final with a heavy L1011 3 mi behind, then a DH8 6 mi back. After first jet crossed the threshold local instructed an MD80 into position runway 23L, expect immediate. Then told the L1011 to slow down as much as possible. Once first jet cleared the runway the MD80 was cleared for takeoff after which the MD80 just barely cleared the departure end of the runway when the L1011 crossed the threshold. By this time the DH8 had closed the gap following the L1011 to 3 mi or less for which heavy wake turbulence separation was not insured by the local controller.

Title: GND CTLR RPTS THAT THE LCL CTLR DID NOT ENSURE THE WAKE TURB SEPARATION STANDARDS BTWN AN L1011 TOUCHING DOWN AND A DHC8 FOLLOWING ON A 3 MI FINAL.
Narrative: LCL CTLR HAD A LARGE JET ON FINAL WITH A HVY L1011 3 MI BEHIND, THEN A DH8 6 MI BACK. AFTER FIRST JET CROSSED THE THRESHOLD LCL INSTRUCTED AN MD80 INTO POS RWY 23L, EXPECT IMMEDIATE. THEN TOLD THE L1011 TO SLOW DOWN AS MUCH AS POSSIBLE. ONCE FIRST JET CLRED THE RWY THE MD80 WAS CLRED FOR TKOF AFTER WHICH THE MD80 JUST BARELY CLRED THE DEP END OF THE RWY WHEN THE L1011 CROSSED THE THRESHOLD. BY THIS TIME THE DH8 HAD CLOSED THE GAP FOLLOWING THE L1011 TO 3 MI OR LESS FOR WHICH HVY WAKE TURB SEPARATION WAS NOT INSURED BY THE LCL CTLR.
