Narrative:
Frequency congestion/communication failure. Aircraft #1, a C12, departed runway 21 at oun. Aircraft #2, a PA31 on localizer runway 3 approach. Aircraft #3 holding at 4000 ft over NDB at airport, therefore C12 could not climb. C12 was told to turn, but the transmission was blocked, then repeated. PA31 was told to cancel approach clearance and turn, but transmission was not received (or ignored). As a result, the C12 went over the top of the PA31 (500 ft).

Title: APCH CTLR RUNNING OPPOSITE DIRECTION TFC OFF A SATELLITE ARPT, HAD A SYS ERROR WHEN THE DEPARTING MIL C12 DID NOT TURN WHEN CTLR SAW THE POTENTIAL CONFLICT AND ISSUED THE TURN CLRNC. HOLDING TFC PREVENTED THE CTLR FROM CLBING THE C12.
Narrative: FREQ CONGESTION/COM FAILURE. ACFT #1, A C12, DEPARTED RWY 21 AT OUN. ACFT #2, A PA31 ON LOC RWY 3 APCH. ACFT #3 HOLDING AT 4000 FT OVER NDB AT ARPT, THEREFORE C12 COULD NOT CLB. C12 WAS TOLD TO TURN, BUT THE XMISSION WAS BLOCKED, THEN REPEATED. PA31 WAS TOLD TO CANCEL APCH CLRNC AND TURN, BUT XMISSION WAS NOT RECEIVED (OR IGNORED). AS A RESULT, THE C12 WENT OVER THE TOP OF THE PA31 (500 FT).
