Narrative:

We were cleared to 2000 ft. Approaching 10000 ft we leveled off to slow to 250 KTS when we noticed an aircraft ahead 20 mi on TCASII. It was climbing directly toward us. We queried the controller who told us there was no factor 20 mi on TCASII though it was climbing directly towards us. We repeated our clearance. 10 mi away from the intruder, we told cun approach that we were making a right, north, turn to avoid traffic. During the turn we received an RA to climb. The green band on the ivsi was 5000-6000 FPM. The captain immediately leveled out and climbed the aircraft reaching the green band. We then got an 'increase climb' warning. The throttles were already well over maximum thrust. We overboosted the engines and searched for a visual on the intruder. The first officer and I saw the aircraft pass by the right side of the aircraft 300 ft below and approximately 1.5 mi away. I firmly believe if we had not turned and climbed, we would have had a midair collision. We informed the controller of our actions. He said, 'no problem, cleared to 2000 ft' like nothing happened.
