Narrative:
Transition to new equipment (dsr), display replacement system, rushed. No one is comfortable yet. FAA insisted on reducing delays and we were overwhelmed with traffic. We are distracted with new equipment, poor staffing, poor training, and poor management of resources at our facility. Ie, staffing, rushed transition, insufficient number of certified people to staff a shift.
