Narrative:

Air carrier X was on departure climb out from runway 18R. At about 800 ft he inquired as to who that was right above him and that he was descending. I advised air carrier X that no traffic was observed visually or on the ASR-9 (primary or secondary) and that the incident during a critical phase of flight would be looked into by the supervisor. The nearest tracked aircraft was 2 mi away and 1500 ft above air carrier X. Callback conversation with reporter revealed the following information: reporter stated it was a very clear night and indicated that the only other traffic was across the bay from the airport. Reporter did not know if there had been an ARTS log dump to determine if a target was displayed in proximity to air carrier X. Reporter indicated concern when the air carrier descended toward the bay during the TCASII evasive action maneuver.

Title: ACR B737 GOT A TCASII ON TKOF INITIAL CLB AND MADE AN EVASIVE ACTION DSCNT. RPTR STATED NO TFC WAS OBSERVED VISUALLY OR ON THE ASR-9.

Narrative: ACR X WAS ON DEP CLBOUT FROM RWY 18R. AT ABOUT 800 FT HE INQUIRED AS TO WHO THAT WAS RIGHT ABOVE HIM AND THAT HE WAS DSNDING. I ADVISED ACR X THAT NO TFC WAS OBSERVED VISUALLY OR ON THE ASR-9 (PRIMARY OR SECONDARY) AND THAT THE INCIDENT DURING A CRITICAL PHASE OF FLT WOULD BE LOOKED INTO BY THE SUPVR. THE NEAREST TRACKED ACFT WAS 2 MI AWAY AND 1500 FT ABOVE ACR X. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED IT WAS A VERY CLR NIGHT AND INDICATED THAT THE ONLY OTHER TFC WAS ACROSS THE BAY FROM THE ARPT. RPTR DID NOT KNOW IF THERE HAD BEEN AN ARTS LOG DUMP TO DETERMINE IF A TARGET WAS DISPLAYED IN PROX TO ACR X. RPTR INDICATED CONCERN WHEN THE ACR DSNDED TOWARD THE BAY DURING THE TCASII EVASIVE ACTION MANEUVER.
