Narrative:

4000 ft MSL base leg to runway 21R ILS. We were told to turn right to heading 190 degree for intercepting localizer. Passing a heading of approximately 140-150 degree localizer was captured by ILS. Due to the short turn on we overshot localizer and had to continue to a heading of approximately 230-240 degrees to correct back. ATC had another aircraft turning in behind us which may or may not have been in conflict with us. The conversation between ATC and other aircraft indicated they had to have the other aircraft land on runway 21L.
