Narrative:

En route to bdl at FL290, received a TA at 12 O'clock. Shortly after, received an RA that instructed us to climb. Had traffic in sight, but followed RA. Traffic was climbing from FL270 to FL280 at a high rate. ZOB did not issue traffic instructions. We were talking on 135.77 over jhw at XA24Z. ZOB later apologized and said they would file a report on the incident. It was my first time to receive a RA at cruise altitude.

Title: MD80S ACFT IN CRUISE RECEIVED TCASII RA AND FLC FOLLOWED CLB COMMAND. INTRUDER ACFT IN SIGHT AND IT WAS IN RAPID CLB TO FL280 (1000 FT BELOW RPTR ACFT). ATC CTLR CONTACTED FLC LATER AND APOLOGIZED FOR NOT CALLING TFC.

TFC WAS CLBING FROM FL270 TO FL280 AT A HIGH RATE. ZOB DID NOT ISSUE TFC INSTRUCTIONS. WE WERE TALKING ON 135.77 OVER JHW AT XA24Z. ZOB LATER APOLOGIZED AND SAID THEY WOULD FILE A RPT ON THE INCIDENT. IT WAS MY FIRST TIME TO RECEIVE A RA AT CRUISE ALT.
