Narrative:
Small transport (IFR) inbound. ZKC told sln tower he (small transport) was 10 mi northwest, but when the small transport called sln tower, he was 4 mi northwest and immediate traffic for an small aircraft (VFR) on final to runway 17. The situation occurred because ZKC does not have radar to the ground and cannot see sln tower's VFR traffic. This happens often, but usually when ZKC puts IFR's through our INS holding patterns west/O coordination. ZKC is required to make communication xfer at least 7 mi from the airport. To prevent an occurrence, give sln tower approach control, either non radar or radar.

Title: AN ACFT ON AN IFR APCH TO A NON RADAR TWR FIRST CONTACTED THE ATCT LCL CTLR 4 MI FROM ARPT.
Narrative: SMT (IFR) INBND. ZKC TOLD SLN TWR HE (SMT) WAS 10 MI NW, BUT WHEN THE SMT CALLED SLN TWR, HE WAS 4 MI NW AND IMMEDIATE TFC FOR AN SMA (VFR) ON FINAL TO RWY 17.
