Narrative:
I picked up my clearance from dtw ground control and repeated total clearance, including departure control frequency, after takeoff. I was asked by dtw tower to contact dtw departure control, but was unable to reach them on frequency. I tried 2 more times, then I went to my dtw approach plate and discovered the frequency detroit city ground control had given me was 1 digit off. I confirmed this by calling by to dtw tower. I then called dtw departure with the correct frequency and still received no answer. After trying again, they came back and informed me that I was at 3500 ft and not at my assigned altitude of 3000 ft. Prior to this point, I was about to make contact with detroit city tower to cancel my IFR plan and continue my flight VFR inasmuch as I was not in class D or class B airspace and WX at my destination was excellent. Dtw approach told me to descend to 3000 ft, then they vectored me toward my destination with no further incident.

Title: SMA PLT ISSUED WRONG DEP FREQ BY TWR. UNABLE TO CONTACT BUT ATTEMPTING TO FIND CORRECT FREQ HE CLBED ABOVE CLRED ALT.
Narrative: I PICKED UP MY CLRNC FROM DTW GND CTL AND REPEATED TOTAL CLRNC, INCLUDING DEP CTL FREQ, AFTER TKOF. I WAS ASKED BY DTW TWR TO CONTACT DTW DEP CTL, BUT WAS UNABLE TO REACH THEM ON FREQ. I TRIED 2 MORE TIMES, THEN I WENT TO MY DTW APCH PLATE AND DISCOVERED THE FREQ DETROIT CITY GND CTL HAD GIVEN ME WAS 1 DIGIT OFF. I CONFIRMED THIS BY CALLING BY TO DTW TWR. I THEN CALLED DTW DEP WITH THE CORRECT FREQ AND STILL RECEIVED NO ANSWER. AFTER TRYING AGAIN, THEY CAME BACK AND INFORMED ME THAT I WAS AT 3500 FT AND NOT AT MY ASSIGNED ALT OF 3000 FT. PRIOR TO THIS POINT, I WAS ABOUT TO MAKE CONTACT WITH DETROIT CITY TWR TO CANCEL MY IFR PLAN AND CONTINUE MY FLT VFR INASMUCH AS I WAS NOT IN CLASS D OR CLASS B AIRSPACE AND WX AT MY DEST WAS EXCELLENT. DTW APCH TOLD ME TO DSND TO 3000 FT, THEN THEY VECTORED ME TOWARD MY DEST WITH NO FURTHER INCIDENT.
