Narrative:

Cleared by socal approach from 10000 ft to 8000 ft inbound to reedr. TCASII went off, stayed at 10000 ft, and saw aircraft. Climbing out of lax on departure from runway 7, TCASII said climb, though I had aircraft visually at 12 O'clock position so didn't climb. Then spotted an air carrier B737 climbing through our altitude at our 9 O'clock position, less than 1.5 mi climbing through our altitude and turning away. Called approach and they didn't have aircraft we called, then said the B737 violated his airspace.

Title: AN ACR B757 INBOUND ON THE REEDR 3 ARR DSNDING TO 8000 FT RECEIVED A TCASII RA ON AN ACR B737 THAT HAD DEPARTED LAX OFF RWY 7. THE B757 THOUGHT HE HAD A VISUAL ON THE B737 SO HE DIDN'T FOLLOW THE RA. THE B737 PASSED 1 PT 5 NM AWAY CLBING THROUGH THE B757 ALT. NO TA WAS GIVEN TO THE B757. WHEN QUESTIONED APCH DIDN'T HAVE A TARGET ON THE B737, BUT LATER TOLD THE RPTR THAT THE B737 HAD VIOLATED HIS AIRSPACE.

CLBING OUT OF LAX ON DEP FROM RWY 7, TCASII SAID CLB, THOUGH I HAD ACFT VISUALLY AT 12 O'CLOCK POS SO DIDN'T CLB. THEN SPOTTED AN ACR B737 CLBING THROUGH OUR ALT AT OUR 9 O'CLOCK POS, LESS THAN 1.5 MI CLBING THROUGH OUR ALT AND TURNING AWAY. CALLED APCH AND THEY DIDN'T HAVE ACFT WE CALLED, THEN SAID THE B737 VIOLATED HIS AIRSPACE.
