Narrative:

I was the PF, climbing out of msp, had departed runway 11R, was on the msp 5 SID. The controller had us on a vector heading of 180 degrees, and we were cleared to climb to 7000 ft, we were told to expect to be at that altitude for a while due to numerous inbound traffic to msp -- they were changing runways to use runway 29L/29R. At approximately 6500 ft MSL, I noticed TA on the TCASII less than 1000 ft above, and descending at 1-2 O'clock position, less than 1 mi. Just then ATC (msp departure control) issued us an immediate descent to 6000 ft. At the same time, TCASII gave us an RA to descend. I disengaged the autoplt, retarded the throttles, and descended to 6000 ft MSL, we reported level at 6000 ft. We estimate aircraft passed over top of us at about 500-600 ft. ATC then said the conflict aircraft was supposed to descend to 8000 ft MSL, and had gone through assigned 8000 ft MSL. A contributing factor may have been runway 11 departures with arrs being vectored for runway change to runway 29 arrs/departures.

Title: DEP CLBING ARR DSNDING TFC IN A NMAC TFC CONFLICT. ACFT Y ALTDEV ALT OVERSHOT IN DSCNT.

Narrative: I WAS THE PF, CLBING OUT OF MSP, HAD DEPARTED RWY 11R, WAS ON THE MSP 5 SID. THE CTLR HAD US ON A VECTOR HEADING OF 180 DEGS, AND WE WERE CLRED TO CLB TO 7000 FT, WE WERE TOLD TO EXPECT TO BE AT THAT ALT FOR A WHILE DUE TO NUMEROUS INBOUND TFC TO MSP -- THEY WERE CHANGING RWYS TO USE RWY 29L/29R. AT APPROX 6500 FT MSL, I NOTICED TA ON THE TCASII LESS THAN 1000 FT ABOVE, AND DSNDING AT 1-2 O'CLOCK POS, LESS THAN 1 MI. JUST THEN ATC (MSP DEP CTL) ISSUED US AN IMMEDIATE DSCNT TO 6000 FT. AT THE SAME TIME, TCASII GAVE US AN RA TO DSND. I DISENGAGED THE AUTOPLT, RETARDED THE THROTTLES, AND DSNDED TO 6000 FT MSL, WE RPTED LEVEL AT 6000 FT. WE ESTIMATE ACFT PASSED OVER TOP OF US AT ABOUT 500-600 FT. ATC THEN SAID THE CONFLICT ACFT WAS SUPPOSED TO DSND TO 8000 FT MSL, AND HAD GONE THROUGH ASSIGNED 8000 FT MSL. A CONTRIBUTING FACTOR MAY HAVE BEEN RWY 11 DEPS WITH ARRS BEING VECTORED FOR RWY CHANGE TO RWY 29 ARRS/DEPS.
