Narrative:
The control tower windows are continuously dirty. This condition is bad to the point that during certain times of the day you cannot see through them. We are told that they are scheduled to be cleaned monthly. We are told we cannot afford to have them cleaned more often. This condition is made worse by the shades, which are severely scratched. This happens because there is not enough money to clean them.

Title: TWR SUPVR CTLR COMPLAINT ABOUT DIRTY WINDOWS AND SCRATCHED WINDOW SHADES. SAYS BUDGET WON'T ALLOW CLEANING WINDOWS MORE THAN MONTHLY AND THE TWR SHADES ARE SCRATCHED SO BAD THAT AT CERTAIN TIMES OF THE DAY YOU CAN'T SEE THROUGH THEM.
Narrative: THE CTL TWR WINDOWS ARE CONTINUOUSLY DIRTY. THIS CONDITION IS BAD TO THE POINT THAT DURING CERTAIN TIMES OF THE DAY YOU CANNOT SEE THROUGH THEM. WE ARE TOLD THAT THEY ARE SCHEDULED TO BE CLEANED MONTHLY. WE ARE TOLD WE CANNOT AFFORD TO HAVE THEM CLEANED MORE OFTEN. THIS CONDITION IS MADE WORSE BY THE SHADES, WHICH ARE SEVERELY SCRATCHED. THIS HAPPENS BECAUSE THERE IS NOT ENOUGH MONEY TO CLEAN THEM.
