Narrative:

We were given position and hold runway 22L, expect immediate departure, due to aircraft landing runway 27L. There was a blocked transmission ending in runway 22L, but all other information was missing. First officer tried to confirm takeoff clearance with tower, but no response. Again we heard a blocked transmission. First officer tried to confirm, but no reply. I then tried, but heard someone say 'blocked.' I tried 1 more time and finally received a confirmed takeoff clearance with call sign and departure heading. By this time we were overflown by an air carrier saab 340 landing runway 27L. We would not takeoff until a confirmed takeoff clearance including call sign, departure heading, and runway was received. Tower should have given the saab a go around, or the saab crew should have executed their own go around. Fortunately there was no incident caused by multiple radio transmission being blocked.

Title: AN ACR MD80 CREW WAS OVERFLOWN BY AN ACR SAAB 340 WHILE WAITING TKOF AT ORD.

Narrative: WE WERE GIVEN POS AND HOLD RWY 22L, EXPECT IMMEDIATE DEP, DUE TO ACFT LNDG RWY 27L. THERE WAS A BLOCKED XMISSION ENDING IN RWY 22L, BUT ALL OTHER INFO WAS MISSING. FO TRIED TO CONFIRM TKOF CLRNC WITH TWR, BUT NO RESPONSE. AGAIN WE HEARD A BLOCKED XMISSION. FO TRIED TO CONFIRM, BUT NO REPLY. I THEN TRIED, BUT HEARD SOMEONE SAY 'BLOCKED.' I TRIED 1 MORE TIME AND FINALLY RECEIVED A CONFIRMED TKOF CLRNC WITH CALL SIGN AND DEP HDG. BY THIS TIME WE WERE OVERFLOWN BY AN ACR SAAB 340 LNDG RWY 27L. WE WOULD NOT TKOF UNTIL A CONFIRMED TKOF CLRNC INCLUDING CALL SIGN, DEP HDG, AND RWY WAS RECEIVED. TWR SHOULD HAVE GIVEN THE SAAB A GAR, OR THE SAAB CREW SHOULD HAVE EXECUTED THEIR OWN GAR. FORTUNATELY THERE WAS NO INCIDENT CAUSED BY MULTIPLE RADIO XMISSION BEING BLOCKED.
