Narrative:
Location: sdq airport area. We filed the kodox 2 departure out of sdq to mia. This departure calls for a left turn after takeoff to intercept W4, cdo 351 degree radial. Clearance received from tower was as filed, climb FL310. Then cleared for takeoff. No departure frequency and no further instructions. After takeoff, we noticed 2 aircraft on TCASII that were in our general path of flight. Never visually acquired and we stayed at least 5 mi from the targets. Tower asked us why we had not switched to departure and instructed us to do so. Departure excitedly asked why we had turned left and caused traffic problems. We explained our clearance and departure went silent. Contributing factors are the language and the fact that air carrier had 3 aircraft departing at the same time. A virtual rush hour at this type of operation. Other air carrier Y behind us was given clearance to fly runway heading to 3000 ft. I feel tower thought that clearance was given to us.

Title: CLRNC INTERP PROB AT SDQ FO WHEN ATC ALLEGES THAT ACR B727 HAD PERFORMED AN UNAUTH HDG TRACK POS DEV DURING THE DEP PROC.
Narrative: LOCATION: SDQ ARPT AREA. WE FILED THE KODOX 2 DEP OUT OF SDQ TO MIA. THIS DEP CALLS FOR A L TURN AFTER TKOF TO INTERCEPT W4, CDO 351 DEG RADIAL. CLRNC RECEIVED FROM TWR WAS AS FILED, CLB FL310. THEN CLRED FOR TKOF. NO DEP FREQ AND NO FURTHER INSTRUCTIONS. AFTER TKOF, WE NOTICED 2 ACFT ON TCASII THAT WERE IN OUR GENERAL PATH OF FLT. NEVER VISUALLY ACQUIRED AND WE STAYED AT LEAST 5 MI FROM THE TARGETS. TWR ASKED US WHY WE HAD NOT SWITCHED TO DEP AND INSTRUCTED US TO DO SO. DEP EXCITEDLY ASKED WHY WE HAD TURNED L AND CAUSED TFC PROBS. WE EXPLAINED OUR CLRNC AND DEP WENT SILENT. CONTRIBUTING FACTORS ARE THE LANGUAGE AND THE FACT THAT ACR HAD 3 ACFT DEPARTING AT THE SAME TIME. A VIRTUAL RUSH HR AT THIS TYPE OF OP. OTHER ACR Y BEHIND US WAS GIVEN CLRNC TO FLY RWY HDG TO 3000 FT. I FEEL TWR THOUGHT THAT CLRNC WAS GIVEN TO US.
