Narrative:
When advised by center to expect ILS runway 31 approach, appropriate frequencys were set per approach plate. After cleared for approach, proceeded. Center advised change to tower frequency. I thought she said 125.1, which is what I had set. I believe I repeated that back to her, to which she responded affirmative. I called tower. When I received no response, I mistakenly assumed the tower was closed. I then transmitted 'jefferson city traffic' advisories as to my intentions/position. After landing, I was requested to call the tower via the father of the employee that was with me. Contributing factors: on a prior flight to mhk, I could not reach the tower. I went back to center, and after some delay, I was told 'tower is closed.' this flight originated at mhk, and I think this contributed to my impression that the tower was closed. Also, the employee had told me she had flown in IMC before, but she was scared during the descent, asking if we were going to die. I was anxious to get her on the ground without delay. Prevention: put operating hours on terminal procedures if the hours are repetitive.

Title: BE33 LANDED AT JEF WITHOUT CONTACTING THE TWR.
Narrative: WHEN ADVISED BY CTR TO EXPECT ILS RWY 31 APCH, APPROPRIATE FREQS WERE SET PER APCH PLATE. AFTER CLRED FOR APCH, PROCEEDED. CTR ADVISED CHANGE TO TWR FREQ. I THOUGHT SHE SAID 125.1, WHICH IS WHAT I HAD SET. I BELIEVE I REPEATED THAT BACK TO HER, TO WHICH SHE RESPONDED AFFIRMATIVE. I CALLED TWR. WHEN I RECEIVED NO RESPONSE, I MISTAKENLY ASSUMED THE TWR WAS CLOSED. I THEN XMITTED 'JEFFERSON CITY TFC' ADVISORIES AS TO MY INTENTIONS/POS. AFTER LNDG, I WAS REQUESTED TO CALL THE TWR VIA THE FATHER OF THE EMPLOYEE THAT WAS WITH ME. CONTRIBUTING FACTORS: ON A PRIOR FLT TO MHK, I COULD NOT REACH THE TWR. I WENT BACK TO CTR, AND AFTER SOME DELAY, I WAS TOLD 'TWR IS CLOSED.' THIS FLT ORIGINATED AT MHK, AND I THINK THIS CONTRIBUTED TO MY IMPRESSION THAT THE TWR WAS CLOSED. ALSO, THE EMPLOYEE HAD TOLD ME SHE HAD FLOWN IN IMC BEFORE, BUT SHE WAS SCARED DURING THE DSCNT, ASKING IF WE WERE GOING TO DIE. I WAS ANXIOUS TO GET HER ON THE GND WITHOUT DELAY. PREVENTION: PUT OPERATING HRS ON TERMINAL PROCS IF THE HRS ARE REPETITIVE.
