Narrative:

I filed an IFR flight plan with gnv FSS by phone. My flight plan was crestview, fl, to pensicola, fl, direct 3000 ft. At this time, I was ferrying a wwii B24 bomber, I taxied out, copilot received a clearance -- cleared direct, maintain 3000 ft. I received a transponder code with a void time of XA10. I requested an extension on time, and received extension to XA15. I took off at XA12 and we had trouble contacting radio with our off time. The first message received was 'your IFR clearance is canceled.' I told her we were at 1000 ft VFR and we were airborne at XA12. She then said she had cleared another aircraft for the approach and it was descending from the west out of 1300 ft. We were wbound and I told her we could stay VFR, which we did. We knew traffic was to the north, so we had taken off to the south, were now on a heading of 240 degrees. After about 3-4 mins, she then cleared us to 3000 ft and we contacted pns approach. Note: the other aircraft was cleared for an approach with no contact with us at all. What would have happened if we had taken off and had a radio failure? For short, there was no confirmation where we were on the ground or in the air when the other aircraft was cleared for the approach. Callback conversation with reporter revealed the following information: reporter, an experienced airline pilot, said they had filed their IFR flight plan with gnv FSS by phone. He said they received their clearance and extended void time by radio. He said they were talking to 'crestview radio.' he laments the closing of cew FSS. They had trouble making radio contact after takeoff due to chatter on the frequency. He never specifically said they had received a release.

Title: A B24 BOMBER FILED AN IFR FLT PLAN CEW TO PNS. THEY RECEIVED A CLRNC AND A VOID TIME. THEY ASKED THAT THE VOID TIME BE EXTENDED. IT WAS. THEY TOOK OFF PRIOR TO THE VOID TIME AND HAD TROUBLE CONTACTING FSS. THEY WERE TOLD THEIR IFR CLRNC HAD BEEN CANCELED AND ANOTHER ACFT HAD BEEN CLRED FOR AN APCH. IT IS POSSIBLE THEY TOOK OFF WITHOUT A RELEASE. LATER, ON A SECOND FERRY FLT, HE HAD A PROB COORDINATING A CLRNC WITH EGLIN TRACON. REFER TO ACN #362209.

WE KNEW TFC WAS TO THE N, SO WE HAD TAKEN OFF TO THE S, WERE NOW ON A HDG OF 240 DEGS. AFTER ABOUT 3-4 MINS, SHE THEN CLRED US TO 3000 FT AND WE CONTACTED PNS APCH. NOTE: THE OTHER ACFT WAS CLRED FOR AN APCH WITH NO CONTACT WITH US AT ALL. WHAT WOULD HAVE HAPPENED IF WE HAD TAKEN OFF AND HAD A RADIO FAILURE? FOR SHORT, THERE WAS NO CONFIRMATION WHERE WE WERE ON THE GND OR IN THE AIR WHEN THE OTHER ACFT WAS CLRED FOR THE APCH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR, AN EXPERIENCED AIRLINE PLT, SAID THEY HAD FILED THEIR IFR FLT PLAN WITH GNV FSS BY PHONE. HE SAID THEY RECEIVED THEIR CLRNC AND EXTENDED VOID TIME BY RADIO. HE SAID THEY WERE TALKING TO 'CRESTVIEW RADIO.' HE LAMENTS THE CLOSING OF CEW FSS. THEY HAD TROUBLE MAKING RADIO CONTACT AFTER TKOF DUE TO CHATTER ON THE FREQ. HE NEVER SPECIFICALLY SAID THEY HAD RECEIVED A RELEASE.
