Narrative:
I was cleared to 5000 ft on V6. I assumed I was cleared to cruise at 5000 ft because that's what is given to us on a regular basis. I started a VOR DME 20 approach, 12 DME arc. When the controller called to go direct to the VOR, I told her I was doing the 12 DME arc and cancel IFR because I was in VFR conditions.

Title: C402 ON A CARGO FLT WAS CLRED MAINTAIN 5000 FT. THOUGHT OK FOR VOR DME 20 APCH. ARTCC RADAR CTLR ADVISED TO PROCEED TO THE VOR AS CLRED. CANCELED IFR AND PROCEEDED IN VFR CONDITIONS.
Narrative: I WAS CLRED TO 5000 FT ON V6. I ASSUMED I WAS CLRED TO CRUISE AT 5000 FT BECAUSE THAT'S WHAT IS GIVEN TO US ON A REGULAR BASIS. I STARTED A VOR DME 20 APCH, 12 DME ARC.
