Narrative:
Aircraft #1 at 5000 ft reported ice and requested climb. Aircraft #2 at 6000 ft was 4 mi northwest of aircraft #1. Aircraft #1 was turned 20 degrees right for climb. Climb was not issued. Aircraft #2 was turned 20 degrees left for traffic. Aircraft #1 was observed climbing from 5000 ft to 5400 ft. Aircraft #1 was instructed to maintain 5000 ft and higher would be available in 2 mins. Supplemental information from acn 363109: I was told to turn 20 degrees right to clear traffic. I disengaged autoplt and turned 20 degrees right and inadvertently allowed my altitude to increase to 5200-5300 ft.
