Narrative:

Departed orl XA46 EST, assigned heading 250 degrees to maintain 1500 ft MSL. Tower gave no TA's and handed us to approach/departure control. Just after check-in, we saw a tcasi target at our altitude about 5 mi ahead. We could not see the target. Then tcasi alert sounded, we saw the plane headed toward us. I descended 200 ft and turned right slightly to pass below and right of other plane. Then departure asked if we saw traffic and stated that he was under executive tower control, apologized for not warning us. After landing in mgm, I called orl tower and talked with controller. He stated that he should have warned us before frequency change but didn't. During our operation on ground and tower, we had trouble hearing their instructions due to backgnd noise of commotion in tower. I asked controller what was going on, and he stated it was shift change with lots of people in tower. When I asked if he was being distraction he said he was. I believe serious consideration should be given to change rules to allow turbine equipment to use the first 1000 ft of space inside class B airspace. The speed disparity of 200 KTS versus 100 mph is just too great. All GA aircraft are compressed into 1000 or 2000 ft. Every time I go to orl, I get at least one TA on tcasi, and I have gotten 3. Almost all have required evasive action. Now I learn that TRACON wants to lower the floor over executive even more.

Title: CESSNA CITATION OFF ORL WAS CHANGED TO DEP CTLR. TA WAS NOT GIVEN AT TIME OF FREQ CHANGE. TCASI GAVE TA AND TFC WAS NOTED AT 12 O'CLOCK. DSNDED 200 FT AND MADE A R TURN TO CLR. DEP CTLR SAID TFC WAS UNDER CTL OF ORL AND APOLOGIZED FOR NOT ADVISING. TWR AT ORL SAID THEY SHOULD HAVE ISSUED TFC BUT SO MANY PEOPLE WERE IN THE TWR DURING SHIFT CHANGE, NEGLECTED TO CALL.

I ASKED CTLR WHAT WAS GOING ON, AND HE STATED IT WAS SHIFT CHANGE WITH LOTS OF PEOPLE IN TWR. WHEN I ASKED IF HE WAS BEING DISTR HE SAID HE WAS. I BELIEVE SERIOUS CONSIDERATION SHOULD BE GIVEN TO CHANGE RULES TO ALLOW TURBINE EQUIP TO USE THE FIRST 1000 FT OF SPACE INSIDE CLASS B AIRSPACE. THE SPD DISPARITY OF 200 KTS VERSUS 100 MPH IS JUST TOO GREAT. ALL GA ACFT ARE COMPRESSED INTO 1000 OR 2000 FT. EVERY TIME I GO TO ORL, I GET AT LEAST ONE TA ON TCASI, AND I HAVE GOTTEN 3. ALMOST ALL HAVE REQUIRED EVASIVE ACTION. NOW I LEARN THAT TRACON WANTS TO LOWER THE FLOOR OVER EXECUTIVE EVEN MORE.
