Narrative:
At FL270 center climbed us to FL180. Descending at approximately FL260 received TCASII warning. Observed TCASII traffic 12 O'clock position low. TCASII went to RA. Followed TCASII command, returned to FL270 and reported problem to ZNY. ATC reclred us to FL270 and apologized. Aircraft passed approximately 2 1/2 to 3 NM to left and 700 ft low to our aircraft. TCASII played a major part in keeping our aircraft separated and at no time was this allowed to become a near miss situation.
