Narrative:

Descending through 7000 ft MSL, 230 KTS, 1800 FPM, first officer called traffic, 3 O'clock position, near. I saw cessna single engine 150-200 ft level off right wingtip pulling up. Very near, no time for us to evade. No TCASII indication. Called socal approach and asked did they see and they said they now had painted (no transponder) target at our 6 O'clock position, 2 SM. They did not see before.
