Narrative:

Prior to departure, both altimeters were set according to what we thought ground control issued us. We were unable to acquire ATIS due to the location of the aircraft on the field. The difference between the previous altimeter setting and the one issued by ground control was approximately 4/100 inches, not unusual if the aircraft had flown the day before. The situation was discovered by ZOB who owns the airspace above 8000 ft. We were cleared to 8000 ft but due to the altimeter setting being approximately 1 inch off in setting, we were in fact level at 8600 ft. Elmira departure alerted us to the fact our altitude was showing us level at 9000 ft. We immediately checked the transponder altitude which indicated 8600 ft, followed by a request for a current altimeter setting. It was then we determined the error and made the proper correction, descended back to 8000 ft and contacted ZOB who cleared us up to FL200.

Title: CPR ACFT FLC USES WRONG ALTIMETER SETTING AND IS CLOSE TO 1000 FT ABOVE ASSIGNED ALT WHEN THE LEVEL OFF. DEP CTLR CATCHES THE ERROR.

Narrative: PRIOR TO DEP, BOTH ALTIMETERS WERE SET ACCORDING TO WHAT WE THOUGHT GND CTL ISSUED US. WE WERE UNABLE TO ACQUIRE ATIS DUE TO THE LOCATION OF THE ACFT ON THE FIELD. THE DIFFERENCE BTWN THE PREVIOUS ALTIMETER SETTING AND THE ONE ISSUED BY GND CTL WAS APPROX 4/100 INCHES, NOT UNUSUAL IF THE ACFT HAD FLOWN THE DAY BEFORE. THE SIT WAS DISCOVERED BY ZOB WHO OWNS THE AIRSPACE ABOVE 8000 FT. WE WERE CLRED TO 8000 FT BUT DUE TO THE ALTIMETER SETTING BEING APPROX 1 INCH OFF IN SETTING, WE WERE IN FACT LEVEL AT 8600 FT. ELMIRA DEP ALERTED US TO THE FACT OUR ALT WAS SHOWING US LEVEL AT 9000 FT. WE IMMEDIATELY CHKED THE XPONDER ALT WHICH INDICATED 8600 FT, FOLLOWED BY A REQUEST FOR A CURRENT ALTIMETER SETTING. IT WAS THEN WE DETERMINED THE ERROR AND MADE THE PROPER CORRECTION, DSNDED BACK TO 8000 FT AND CONTACTED ZOB WHO CLRED US UP TO FL200.
