Narrative:

On final approach into fll we were cleared to land by the tower. Then she cleared a B727 onto the runway. He was cleared for takeoff and did not move. We then were given instructions to go around, but they were blocked by B727 flight crew keying the microphone to talk to the passenger. We saw the B727 not moving and executed a go around.

Title: RPTR'S WDB ACFT EXECUTES GAR WHEN B727 IN POS ON THE RWY DOES NOT DEPART AFTER TKOF CLRNC IS ISSUED. TWR ISSUED GAR TO RPTR'S ACFT BUT IT IS BLOCKED BY B727 COM TO PAX.

Narrative: ON FINAL APCH INTO FLL WE WERE CLRED TO LAND BY THE TWR. THEN SHE CLRED A B727 ONTO THE RWY. HE WAS CLRED FOR TKOF AND DID NOT MOVE. WE THEN WERE GIVEN INSTRUCTIONS TO GAR, BUT THEY WERE BLOCKED BY B727 FLC KEYING THE MIKE TO TALK TO THE PAX. WE SAW THE B727 NOT MOVING AND EXECUTED A GAR.
