Aircraft #1 was swbound climbing to 15000 ft. Aircraft #2 was nebound descending to 16000 ft. Traffic was issued to aircraft #1 and aircraft #2. Aircraft #2 descended below his assigned altitude. Aircraft #1 reported TCASII RA and advised of only 300 ft separation.
