Narrative:

A C172 was instructed to taxi to runway 29. Pilot taxied out onto runway 4/22 and did a runup for approximately 8 mins without approval to access this runway. Only local pilots access runway 4/22 when instructed to taxi to runway 29. All transient pilots will hold short of runway 4/22. Local pilots do this because the aviation education representative has persistently told local pilots they can access this runway without approval from the tower. Again, if an accident occurs -- regardless of the reason -- while a pilot is on runway 4/22 without approval from the tower, who will be liable for the accident? The word 'cross' does not mean the same thing as 'access.'

ONLY LCL PLTS ACCESS RWY 4/22 WHEN INSTRUCTED TO TAXI TO RWY 29. ALL TRANSIENT PLTS WILL HOLD SHORT OF RWY 4/22. LCL PLTS DO THIS BECAUSE THE AVIATION EDUCATION REPRESENTATIVE HAS PERSISTENTLY TOLD LCL PLTS THEY CAN ACCESS THIS RWY WITHOUT APPROVAL FROM THE TWR. AGAIN, IF AN ACCIDENT OCCURS -- REGARDLESS OF THE REASON -- WHILE A PLT IS ON RWY 4/22 WITHOUT APPROVAL FROM THE TWR, WHO WILL BE LIABLE FOR THE ACCIDENT? THE WORD 'CROSS' DOES NOT MEAN THE SAME THING AS 'ACCESS.'
