ATC issued clearance from 13000 ft to 11000 ft. Traffic was called. Frequency change issued. Checked in new frequency, began descent. At 12500 ft, TCASII RA climbed back to 13000 ft. Got a visual on traffic and cleared. Resumed descent to 11000 ft.
