Narrative:
The first officer was flying, deviating east of a cell off right side, I, the captain was talking to ATC. ATC was asking when we could start turning south. First officer was descending to level off at 15000 ft, autoplt was on, first officer had his hand on rate of descent wheel as a reminder -- getting close to altitude. First officer's attention was diverted, listening to ATC conversation and looking outside at WX. Altitude alert sounded at 14700 ft, immediate level off occurred and we climbed back to 15000 ft. Factors: first officer diverted attention. Received ATC conversation just prior to leveloff. First officer less than 100 hours in aircraft. Captain not monitoring first officer close enough.
