Narrative:
We were on a 070 degree vector from indy departure passing 11500 ft MSL for 15000 ft MSL when we noticed a high wing cessna at 11500 ft at 2 O'clock position passing down our right side and behind us. It was red on white and appeared to be heading northeast. There was no time to react. When we queried the controller about what we should report he responded with 'you mean that VFR aircraft at 11500 ft?' this gave us the impression ATC was tracking the cessna. I do not know why we did not get a TA.

Title: NMAC BTWN A WDB CLBING THROUGH 11500 FT AND AN SEL CESSNA LEVEL AT THAT ALT HEADING NE. NO TIME AFTER SIGHTING OTHER TFC TO TAKE EVASIVE ACTION.
Narrative: WE WERE ON A 070 DEG VECTOR FROM INDY DEP PASSING 11500 FT MSL FOR 15000 FT MSL WHEN WE NOTICED A HIGH WING CESSNA AT 11500 FT AT 2 O'CLOCK POS PASSING DOWN OUR R SIDE AND BEHIND US. IT WAS RED ON WHITE AND APPEARED TO BE HEADING NE. THERE WAS NO TIME TO REACT. WHEN WE QUERIED THE CTLR ABOUT WHAT WE SHOULD RPT HE RESPONDED WITH 'YOU MEAN THAT VFR ACFT AT 11500 FT?' THIS GAVE US THE IMPRESSION ATC WAS TRACKING THE CESSNA. I DO NOT KNOW WHY WE DID NOT GET A TA.
