Narrative:

Aircraft rolled to right at 20 ft AGL. Go around executed on runway 18R, circle to land runway 27. At 10 ft AGL aircraft rolled to right, landed, taxied to gate. Wrote up in logbook. Callback conversation with reporter revealed the following information: the captain was flying a DC9-10 and the first roll to the right occurred at about 20 ft AGL. He managed to roll the aircraft back to wings level as he applied power and started a go around. The maximum bank angle was about 15-20 degrees, he said. On the second approach he was ready for the roll and about 10 ft above touchdown the right roll began and he countered it as he continued to a touchdown. He wrote up the phenomenon in the logbook and discussed it with the line maintenance personnel. Approximately 1 week later, he received a call to attend a discussion concerning this aircraft at his company's headquarters. He said that 2 other flcs who had written up the aircraft were there along with FAA, company management and maintenance personnel. At this time he was allegedly told of the cause. He said that he was upset that the company's oversight of the contract maintenance activities appeared to be insufficient, but nobody wanted to address this problem. The aircraft was properly repaired according to the reporter and he has flown it since.

Title: AN ACR DC9 FLC HAD THE ACFT ROLL OFF TO THE R TWICE DURING THE LNDG FLARE. THE FLC NOTED THIS IN THE MAINT LOG. AFTER THE SAME CHARACTERISTIC WAS NOTED BY 2 OTHER FLCS THE AIRLINE MAINT PERSONNEL DISCOVERED THAT A CONTRACT MAINT FACILITY HAD MISRIGGED A SPOILER CTL CABLE DURING THE LAST MAJOR MAINT CHK. THIS CAUSED THE SPOILERS TO PARTIALLY DEPLOY AT LOW SPDS.

ON THE SECOND APCH HE WAS READY FOR THE ROLL AND ABOUT 10 FT ABOVE TOUCHDOWN THE R ROLL BEGAN AND HE COUNTERED IT AS HE CONTINUED TO A TOUCHDOWN. HE WROTE UP THE PHENOMENON IN THE LOGBOOK AND DISCUSSED IT WITH THE LINE MAINT PERSONNEL. THE ACFT WAS PROPERLY REPAIRED ACCORDING TO THE RPTR AND HE HAS FLOWN IT SINCE.
