I issued a crossing clearance to the citation of 12000 ft. He read back 11000 ft, which I did not hear. The C441 was at 11000 ft and the C550 descended in front of him.

Narrative: I ISSUED A XING CLRNC TO THE CITATION OF 12000 FT. HE READ BACK 11000 FT, WHICH I DID NOT HEAR. THE C441 WAS AT 11000 FT AND THE C550 DSNDED IN FRONT OF HIM.
