Narrative:
Aircraft inbound to avl was descended below MEA and got a terrain alert. Even though I was talking to aircraft, the incident happened in another area's airspace and the clearance was given by that controller.

Title: ARTCC CTLR WORKING AN IFR ACFT IN ADJACENT SECTOR'S AIRSPACE RECEIVES APPROVAL TO DSND THE ACFT TO AN ALT BELOW THE PUBLISHED MEA. THE ACFT RECEIVES A TERRAIN ALERT.
Narrative: ACFT INBOUND TO AVL WAS DSNDED BELOW MEA AND GOT A TERRAIN ALERT. EVEN THOUGH I WAS TALKING TO ACFT, THE INCIDENT HAPPENED IN ANOTHER AREA'S AIRSPACE AND THE CLRNC WAS GIVEN BY THAT CTLR.
