Narrative:

Cleared to takeoff runway 33R (also given contact departure control with takeoff clearance). First officer was flying and we noticed that his VOR was inoperative. He remained flying while I looked over my left shoulder to check the circuit breaker for the #2 VOR. We were still on tower frequency because I did not hear clearance to contact departure control when takeoff clearance was given because that was nonstandard in the united states of america. We climbed to 5700 ft (SID says 5000 ft). I asked first officer to descend to 5000 ft. I contacted tower to ask if they wanted us on departure control. I contacted departure control, they said nothing about the altitude bust, but only that we were cleared to FL230.

Title: MLG ACFT IN CLB ON SID OVERSHOT ASSIGNED ALT BY 700 FT. FAILED TO CHANGE OVER TO DEP CTL FREQ AS INSTRUCTED BY TWR.

Narrative: CLRED TO TKOF RWY 33R (ALSO GIVEN CONTACT DEP CTL WITH TKOF CLRNC). FO WAS FLYING AND WE NOTICED THAT HIS VOR WAS INOP. HE REMAINED FLYING WHILE I LOOKED OVER MY L SHOULDER TO CHK THE CIRCUIT BREAKER FOR THE #2 VOR. WE WERE STILL ON TWR FREQ BECAUSE I DID NOT HEAR CLRNC TO CONTACT DEP CTL WHEN TKOF CLRNC WAS GIVEN BECAUSE THAT WAS NONSTANDARD IN THE UNITED STATES OF AMERICA. WE CLBED TO 5700 FT (SID SAYS 5000 FT). I ASKED FO TO DSND TO 5000 FT. I CONTACTED TWR TO ASK IF THEY WANTED US ON DEP CTL. I CONTACTED DEP CTL, THEY SAID NOTHING ABOUT THE ALT BUST, BUT ONLY THAT WE WERE CLRED TO FL230.
