Narrative:

Location: dca runway 36. Overweight takeoff due to delayed load closeout revision. 22 mins after gate departure and 18 mins after takeoff, I received a revised load closeout indicating an increase in tow of 2200 pounds. This increase changed the V1 speed, stabilizer setting, and put the airplane at or above its runway limited weight due to the variable winds. ATC reported winds at takeoff were variable at 3 KTS with the windsock indicating the winds backing to a tailwind. The runway analysis allowed for a 4 KT tailwind at a tow of 162500 pounds, the original closeout weight. With the revised weight of 164700 pounds, the 3 KT tailwind caused me to exceed the runway limited takeoff weight. The delay in receiving this revised closeout is inexcusable and dangerous. Had an abort been necessary, there was an excellent chance of ending up in the overrun or the river.

Narrative: LOCATION: DCA RWY 36. OVERWT TKOF DUE TO DELAYED LOAD CLOSEOUT REVISION. 22 MINS AFTER GATE DEP AND 18 MINS AFTER TKOF, I RECEIVED A REVISED LOAD CLOSEOUT INDICATING AN INCREASE IN TOW OF 2200 LBS.
