Narrative:

Issued descent and slow down approaching mss VOR on arrival to montreal. Left FL370 and was listening to ATIS for montreal (yul XA00Z, XB05 6 SM visibility 5900 ft, 18 degrees C, 17 degrees C, 997 landing runway 6L ILS and visual approachs). Passing through FL247 noticed TA on TCASII 100-300 ft above our altitude and descending with us. Aircraft appeared to be paralleling our ATC vector 4 1/2 - 5 mi to one side. ATC issued diverging vector to us and the other air carrier. Controller was replaced with another voice and approach continued. Called center later and supervisor said loss of separation occurred and controller training was in progress at time.

PASSING THROUGH FL247 NOTICED TA ON TCASII 100-300 FT ABOVE OUR ALT AND DSNDING WITH US. ACFT APPEARED TO BE PARALLELING OUR ATC VECTOR 4 1/2 - 5 MI TO ONE SIDE. ATC ISSUED DIVERGING VECTOR TO US AND THE OTHER ACR. CTLR WAS REPLACED WITH ANOTHER VOICE AND APCH CONTINUED. CALLED CTR LATER AND SUPVR SAID LOSS OF SEPARATION OCCURRED AND CTLR TRAINING WAS IN PROGRESS AT TIME.
