Narrative:

We were on an assigned heading of 340 degrees, descending 10000 ft MSL. Passing 10700 ft MSL, approach control said check altitude, climb immediately to 11000 ft MSL and turn to heading 270 degrees. I selected 1500 ft climb and heading 270 degrees on autoplt. Turning through heading 300 degrees and climbing through 10800 ft approach called again with the same instructions and pointed out brasilia traffic to us. We leveled off at 11000 ft MSL and flew heading 270 degrees. We did not see the traffic and never received a TCASII TA or TA. A contributing factor was my anticipation of a turn and a descent to 7000 ft turning downwind. During the arrival we had been vectored off the SID 4 times and slowed from 250 KTS to 210 KTS to 180 KTS to 170 KTS. I wasn't sure what the controller was trying to do but I trusted him and thought it was for separation and sequencing.

WE LEVELED OFF AT 11000 FT MSL AND FLEW HDG 270 DEGS. WE DID NOT SEE THE TFC AND NEVER RECEIVED A TCASII TA OR TA. A CONTRIBUTING FACTOR WAS MY ANTICIPATION OF A TURN AND A DSCNT TO 7000 FT TURNING DOWNWIND.
