Narrative:

Took off from tulsa headed for florida (tampa). VFR on instrument flight plan. Made right turn to assigned fix which was 097 degree radial tulsa VOR. At 45 DME controller said we were supposed to have maintained runway heading. I complied with new assigned heading and made a point to clarify on takeoff we were not assigned runway heading. I discussed with copilot same and we both agreed we were not assigned runway heading on takeoff. I think the controller just made a mistake.
