Narrative:

While on base leg to land at bec runway 18, I observed a high performance piston or turboprop aircraft depart runway 18 at 3KM airport. This airplane turned east after departure and passed about 400-500 ft above and about 200 ft north of my position. Both aircraft were displaying rotating beacons, strobe lights, and position lights. Additionally my aircraft had a landing light on. I took no evasive action because the approaching aircraft was climbing rapidly and turning northeast. Contributing factors: failure of airplane departing 3KM to fly a standard pattern (right turns for runway 18) and depart from midfield or further north. 3KM pattern is west of field. Closer proximity of new beech runway 18 to jabara airport. Inability to see the 13TH street railroad tracks at night. Beech field requires that the pattern be flown east of the field and south of the tracks, to avoid conflict with jabara traffic. Beech traffic departing to the west is required to cross midfield, then fly to 13TH street and proceed west. Recommendation: ask the wichita airport authority/authorized (owners of 3KM jabara) to prohibit left turns upon departure from runway 18. Also, require eastbound traffic departing runway 36 to turn east no further south than midfield. This will protect traffic in the beech airfield pattern. I believe the existing agreements between the wichita airport authority/authorized and raytheon aircraft, if any exist, to be insufficient to provide maximum safety because of the location of the new runway at beech field.
