Narrative:
At FL310 approaching champ, received word of turbulence ahead. Attempted to change altitudes via commercial radio. Advised that no other altitudes were available. Contacted ZNY on VHF but were not in radar contact. ZNY could not provide altitude change or deviation. Encountered moderate to severe turbulence north of champ. Declared an emergency and executed a climbing right turn back to champ. ZNY was advised of our altitude and track. From over champ at FL380 we proceeded directly to pvd. Radar contact established 25 mi north of champ. Canceled the emergency and cleared to FL390 by center. Advised dispatch and proceeded to bos without incident. No passenger or crew injured.

Title: B757 ACFT IN CRUISE, OCEANIC RTE, ENCOUNTERED MODERATE TO SEVERE TURB. CTR CTLR COULDN'T PROVIDE ALT CHANGE BECAUSE OF LACK OF RADAR CONTACT, SO RPTR CAPT DECLARED EMER AND CLBED OUT OF THE TURB.
Narrative: AT FL310 APCHING CHAMP, RECEIVED WORD OF TURB AHEAD. ATTEMPTED TO CHANGE ALTS VIA COMMERCIAL RADIO. ADVISED THAT NO OTHER ALTS WERE AVAILABLE. CONTACTED ZNY ON VHF BUT WERE NOT IN RADAR CONTACT. ZNY COULD NOT PROVIDE ALT CHANGE OR DEV. ENCOUNTERED MODERATE TO SEVERE TURB N OF CHAMP. DECLARED AN EMER AND EXECUTED A CLBING R TURN BACK TO CHAMP. ZNY WAS ADVISED OF OUR ALT AND TRACK. FROM OVER CHAMP AT FL380 WE PROCEEDED DIRECTLY TO PVD. RADAR CONTACT ESTABLISHED 25 MI N OF CHAMP. CANCELED THE EMER AND CLRED TO FL390 BY CTR. ADVISED DISPATCH AND PROCEEDED TO BOS WITHOUT INCIDENT. NO PAX OR CREW INJURED.
