Narrative:

ATC instructed us to descend to cross 5 NM west of lrp VOR (117.3) at 11000 ft MSL. While descending to make this restr and about 8 NM west of lrp passing through 12000 ft MSL, ATC asked our altitude. I, as PNF working radio, advised ATC that we were passing 12000 ft for 11000 ft. Center did not indicate, nor did TCASII indicate, a conflict, but the tone in ATC's question caused me to later think about this question, and prompt me to file this report. Descent was continued to 11000 ft as requested, and ATC handed us over to another center frequency shortly. A couple of recommendations do occur. The wind was very strong at altitudes producing high ground speeds, so an earlier descent would have been helpful. Additionally, I feel that ATC should have to advise crews if there is knowledge of a conflict.

CTR DID NOT INDICATE, NOR DID TCASII INDICATE, A CONFLICT, BUT THE TONE IN ATC'S QUESTION CAUSED ME TO LATER THINK ABOUT THIS QUESTION, AND PROMPT ME TO FILE THIS RPT. DSCNT WAS CONTINUED TO 11000 FT AS REQUESTED, AND ATC HANDED US OVER TO ANOTHER CTR FREQ SHORTLY. A COUPLE OF RECOMMENDATIONS DO OCCUR. THE WIND WAS VERY STRONG AT ALTS PRODUCING HIGH GND SPDS, SO AN EARLIER DSCNT WOULD HAVE BEEN HELPFUL. ADDITIONALLY, I FEEL THAT ATC SHOULD HAVE TO ADVISE CREWS IF THERE IS KNOWLEDGE OF A CONFLICT.
