Narrative:
An IFR departure off of runway 32 at anc airport came within 3 mi and less than 1000 ft of an unauthorized C180 SVFR, inbound to lake hood seaplane base. I notified the on duty supervisor who took no action, which is contrary to FAA order 7210.3 facility operation handbook. A misinterp of anc order 7210.1 appears to be used by the north radar/north handoff controller. This paragraph requires a specific approval of the anc ATCT local controller to authority/authorized a SVFR arrival aircraft to operate in lake hood delta surface area. None was given for the C180.

Title: ATCT GND CTLR SAYS THAT AN OPDEV AND AN OPERROR TOOK PLACE DUE TO LACK OF COORD BTWN APCH CTL AND THE TWR. A C180 INBOUND TO Z41 WAS NOT COORDINATED WITH THE TWR AND HAD LTSS WITH A DEP OFF ANC.
Narrative: AN IFR DEP OFF OF RWY 32 AT ANC ARPT CAME WITHIN 3 MI AND LESS THAN 1000 FT OF AN UNAUTH C180 SVFR, INBOUND TO LAKE HOOD SEAPLANE BASE.
