Narrative:
On approach to adams field, declared a 'critical low fuel situation' because of concern that additional vectoring for approach might delay arrival to runway in use and both fuel gauges reading zero. Landed safely after priority vectoring to nearest available runway by adams approach. On refueling pumped 51.0 gallons into aircraft. Total fuel capacity is 62 gallons with 10 unusable. Therefore, fuel remaining aboard during approach was 9 gallons, approximately 3/4 hour at normal cruise. Flight departed I69 (clermont county) and on arrival at adams, hobbs meter indicated trip duration of 4.5 hours. With full tanks (60 gallons usable) and normal cruise burn of 10.0 gallons per hour, normal trip duration is 6.0 hours. The problem was caused because the aircraft was located on a sloping ramp at I69 during refueling. Although the refueling staff assumed the tanks were topped, in fact they were not.

Title: PVT PLT OF AN SMA SEL DECLARED A LOW FUEL STATE DURING DSCNT TO LAND AND RECEIVED ATC PRIORITY HANDLING. THE RPTR BELIEVED THAT HE HAD FULL FUEL AT DEP BUT, IN REALITY, THE TANKS WERE NOT FULL DUE TO SLOPING GND WHERE THE ACFT WAS PARKED DURING FUELING.
