Narrative:
Placarded baggage restraining bar under seat 28D. When I went to remove the bar MEL, it was discovered that the nut was frozen on the bolt and the bolt turning with the nut, and no way to access bolt head without disassembling the seat frame itself. It was mutually agreed by myself and maintenance control to leave the bar on until next remain overnight. I found out later that the bar actually had to be cut off with a hacksaw the next day.

Title: AN MD80 WAS DISPATCHED WITH A BROKEN PAX UNDERSEAT BAGGAGE RESTRAINING BAR BROKEN AND DEFERRED BUT NOT REMOVED AS REQUIRED IN THE MEL.
Narrative: PLACARDED BAGGAGE RESTRAINING BAR UNDER SEAT 28D. WHEN I WENT TO REMOVE THE BAR MEL, IT WAS DISCOVERED THAT THE NUT WAS FROZEN ON THE BOLT AND THE BOLT TURNING WITH THE NUT, AND NO WAY TO ACCESS BOLT HEAD WITHOUT DISASSEMBLING THE SEAT FRAME ITSELF. IT WAS MUTUALLY AGREED BY MYSELF AND MAINT CTL TO LEAVE THE BAR ON UNTIL NEXT REMAIN OVERNIGHT. I FOUND OUT LATER THAT THE BAR ACTUALLY HAD TO BE CUT OFF WITH A HACKSAW THE NEXT DAY.
