Narrative:
Santa paula airport has a tight pattern with a mountainous terrain to the south. Windshear +/-10 KTS, turbulence and 20 KT winds at the surface. Possible intermittent gear horn. Practicing engine out procedures, noticed a high sink rate. First approach, exercised a go around. Second approach, windshear +/-10 KTS and high sink rate. Addition of power and abort emergency landing (simulated) and continued in for a normal landing. A high power setting to the flare noted as the possible reason for no gear warning horn. Propeller strike. Decision was made to continue the landing, gear up. Other factors: the student showed good proficiency in the cessna T210. Instrument check ride was passed in the T210 just 10 days prior to the incident. I, the instructor, possibly became too comfortable with the student's performance. Corrective action: 1) don't become complacent with students no matter how proficient they are, 2) if two abnormalities occur, take drastic action, ie, leave the area then try again, and 3) don't use just gumps, use checklist every time.
