A descending S80 has to slow descent for a climbing opposite direction twin cessna. Upon being reclred to cross bands at 14000 ft the PIC is unable to comply account the slowed descent '...to insure clearance...' ATC had given an amended clearance altitude change for traffic. Leveloff at 15000 ft.

Crossing psp at FL240 given bands at 14000 ft. Later told to stop at 15000 ft as a twin cessna was at 1 O'clock position climbing to 15500 ft. Descent was slowed to assure clearance. After passing aircraft given bands at 14000 ft. Unable to comply due to slowed descent. Crossed at 15500 ft in descent.
