Narrative:

We were just about to level at 10;000 on an RNAV SID; below an inbound aircraft that was descending to 11;000. We got a RA climb; which we complied with and told ATC that we were in an RA climb. The traffic was in sight; close and just to our left. I thought it strange that the TCAS would have us a climb; and due to the close horizontal separation I turned a few degrees right to increase separation. We climbed to about 10;350 before returning to our assigned altitude and heading. ATC questioned us 3 times about why we would climb when the traffic was above us. He evidently didn't understand our requirement to comply with an RA. My communication radio chose that moment to stop transmitting; complicating communicating with the controller. I was also concerned with the way he questioned whether or not we knew our assigned altitude was 10;000. We followed procedures correctly.

Title: A B717 climbing to 10;000' received a 'climb' TCAS RA with respect to an opposite direction aircraft descending to 11;000'. ATC inquired as to why they were climbing to avoid a conflict with an aircraft above them.
