Narrative:
Upon takeoff runway 36 at dca uncontrolled moderate turbulence and possible windshear while attempting washington national airport noise abatement procedures. Due to ATIS stating windshear advisories and actual conditions encountered on takeoff and initial climb, PF could not safely reduce to full quiet EPR setting per noise abatement procedures. Aircraft encountered moderate turbulence and stall warning on climb out while attempting maneuvering along visual (river) track, requiring additional thrust for flight safety.

Title: FO OF AN MLG WAS UNABLE TO REDUCE PWR DURING INITIAL CLB AFTER TKOF. AT DCA, DUE TO TURB AND WINDSHEAR AFFECTING THE ACFT'S CLB PERFORMANCE.
Narrative: UPON TKOF RWY 36 AT DCA UNCTLED MODERATE TURB AND POSSIBLE WINDSHEAR WHILE ATTEMPTING WASHINGTON NATIONAL ARPT NOISE ABATEMENT PROCS. DUE TO ATIS STATING WINDSHEAR ADVISORIES AND ACTUAL CONDITIONS ENCOUNTERED ON TKOF AND INITIAL CLB, PF COULD NOT SAFELY REDUCE TO FULL QUIET EPR SETTING PER NOISE ABATEMENT PROCS.
