Narrative:
Training a student in holding procedures over a VOR. We were in the process of turning outbound on the 050 degree radial. The other aircraft must have been tracking to the VOR for navigation purposes, or watching ground traffic on the highway below. We were practicing collision avoidance and saw the other plane as the turn began. We do not know if the other plane saw us as it did not deviate.

Title: PA28 HAS AN NMAC OVER THE VIS VOR IN THE HOLDING PATTERN WITH A C185 AT 3500 FT.
Narrative: TRAINING A STUDENT IN HOLDING PROCS OVER A VOR. WE WERE IN THE PROCESS OF TURNING OUTBOUND ON THE 050 DEG RADIAL. THE OTHER ACFT MUST HAVE BEEN TRACKING TO THE VOR FOR NAV PURPOSES, OR WATCHING GND TFC ON THE HWY BELOW. WE WERE PRACTICING COLLISION AVOIDANCE AND SAW THE OTHER PLANE AS THE TURN BEGAN. WE DO NOT KNOW IF THE OTHER PLANE SAW US AS IT DID NOT DEVIATE.
