Narrative:
During taxi out noticed FAA kingair doing low level fly- bys off runway 27L approach and runway. It was dawn with ground fog and visibility about 2 mi. When we were #1 tower cleared us for takeoff runway 22L which crosses under approach path to runway 27L. I looked out left window and could not see kingair, looked down at TCASII on HSI and could not see his target. I pushed up power toward 1.1 EPR and monitored first officer final items of checklist and lined up aircraft for rolling takeoff. I took one final glance out left window and saw FAA kingair low and fast (gear up) over approach lights to runway 27L and it did not look like he was high enough to clear our tail so I pulled power back to idle and braked to stop. We were only about 20-30 KTS when I aborted. The kingair passed ahead of us, no problem. We questioned tower and he reclred us for takeoff which we did with no further problems. I had all strobes and landing lights/wing lights on throughout incident. I believe it was caused by dawn fog reduced visibility, tower distance looking into sunrise and unusual low and fast multiple fly-bys which threw off normal timing for runway 27L landing/runway 22L departure timing by controller. I recommend no crossing runway operations while FAA is doing low/fast flight checks of new ILS facilities.

Title: LRG ACFT. RPTR CAPT CALLS INCIDENT A NMAC. FAA ACFT FLYING CHKS ON THE ILS APCHS WAS DOING LOW APCHS WHEN TWR CLRED RPTR ACFT ONTO THE RWY. RPTR STARTED TKOF ROLL, BUT WAS CONCERNED WITH THE LOW FLYING INTRUDER AND ABORTED THE TKOF. VISIBILITY WAS REDUCED AT THE TIME AND RPTR BELIEVES THAT THREW OFF THE TWR'S TIMING FOR RWYS 27L AND 22L.
